Mystic River Homes Congregate is an independent living community with services for individuals at least 62 years of age. Located in a three-story building, it includes fifty one-bedroom units (each approximately 700 sq. ft.) with an elevator that makes the entire building handicap accessible. All apartments include a full kitchen, living/dining room and full bath with ample storage space. Parking is available for one car per apartment with additional parking available for visitors. The office staff includes an on-site Administrator, Resident Service/Program Coordinator, Secretary and a resident Superintendent employed by Elderly Housing Management, management agent for the owner, to provide administrative and maintenance services to the facility and its residents.
The Congregate overlooks Beebe Cove and the Mystic River where it joins Fishers Island Sound. The three-story complex consists of 50 apartments. Each 700 square foot unit has a living room, a kitchen with appliances, a bedroom, and a bathroom.
Built in 1992, Mystic River Homes Congregate is owned by Mystic River Homes, Inc., a non-profit organization. The facility is funded by the State of Connecticut Department of Housing (DOH) and follows the regulations of that agency. Resident’s income from all sources is limited to no more than $52,850 for one person or $60,400 for a couple; adjustments to income for medical expenses are considered. All income and medical expenses are verified annually. A rental assistance contract with DOH provides funding so that the rent for each apartment does not exceed 30% of adjusted income from all sources. A contract with DOH provides subsidy for congregate services, based on state-mandated calculations. This is a required fee, in addition to the rent.
The facilities include staff offices, common dining room, activity room, craft room, library and beauty salon. Trash and laundry rooms are located on each floor. Mystic River Homes Congregate is a no smoking site. Normal household pets of a limited size are allowed, provided they meet the Pet Policy. The security system is by key for the main entrance, an individual apartment key, and a key for the mailbox. Residents can be called from the front entrance. Visitors can be allowed entrance through a telephone buzzer system. All units are wired with an emergency call system.
Services and amenities at this site include 24 hour coverage by staff, daily meal at noon, and weekly light housekeeping for each apartment.
Services not provided include but are not limited to medical care, personal services, assistance with transferring, managing medications, transportation, care of resident-owned pets, and removal of snow from resident’s cars.
Rent includes heat and hot water. Residents are responsible for their telephone, cable, internet, if desired. Additionally, residents are responsible for their electric however rents are adjusted using a utility allowance to compensate. Provision for a resident owned air conditioner is located in the bedroom, if desired. No security deposit is required.
